OUTPUT 4: Study regarding the feasibility of a joint/multiple master programme in the field of social security

4.1 Questionnaire on legal frameworks for joint/multiple master programmes

The questionnaire was not only the first, but also the most important tool for gathering the relevant input information for Output 4. Its aim was to gather all the essential data regarding the legal frameworks of each project partner (including the satellite partners). The questionnaire focused on some of the most important issues when establishing joint study programmes. Consisting of 50 questions, it covered the types and forms of study programmes in a national context, types and forms of diplomas, accreditation procedures, financing, relevant rules on the study order, rules on distance learning, quality assurance, etc. The questionnaire was sent to the partner universities and then addressed by the academics and various services. It was also accessible online.

4.2 Feasibility study towards a joint master in European social security

The feasibility study represents the main research conducted in the framework of Output 4. It focuses mainly on mapping legal, administrative, and practical obstacles to European cooperation in the field of social security and higher education. It encompasses different models ranging from simplistic and less formal integration, such as setting up an IT-based platform for virtual curriculum exchange, to more complex and formal manners of international cooperation in higher education, such as establishing a multiple or joint degree programme. The feasibility study investigates the formal requirements, procedural steps and systemic differences and similarities at national level and at each partner institution. Its purpose is to offer detailed information and advice to the partner institutions on various significant issues and potential obstacles in the process of building international networks. 4.3 Blueprint towards a joint master in European social security

The blueprint represents a short introduction to the most common aspects and challenges when establishing an international joint master programme. The blueprint is a practical and solution-oriented guide for academics, university authorities and policy makers. It provides references to additional sources and recommendations based on the experience obtained in the course of the EFESE project. Special attention is dedicated to student mobility and blended learning. While the feasibility study (4.2) represents an in-depth analysis of the important issues and legal frameworks of the EFESE partner universities, the blueprint offers abstracted general advice and guidelines. Both documents include the practical experience and solutions reached by the EFESE partner institutions, but the blueprint targets the external stakeholders (i.e., universities, academics, and policy makers) interested in the processes of establishing a form of a joint study programme.
